Many people have been told that you have to be a Spartan II Before becoming a Spartan III, now if you were told this, you were told the wrong.
If you want to be a Spartan II, you can Apply for it, and If you want to be a Spartan III, you have to apply for it. Keep in mind that they are completely separate.

I hope this clears up any misunderstanding
